Information Services at Vidant Health

Vidant Health offers comprehensive Information Technology (IT) services and infrastructure to support and enable all aspects of organizational operations. Our IT division consists of a state-of-the-art data center located in Greenville, NC. The data center services all information technology needs of Vidant Health facilities. All Vidant Health owned or leased hospitals are on a common IT platform, including our electronic health record (EHR) that uses Epic's suite of applications. Vidant Health has achieved Meaningful Use Stage 2 recognition and is also approaching Stage 7 for HIMSS Analytics’ Electronic Medical Records Adoption Model (EMRAM) recognition.

Position Summary

The Data Governance Program Manager reports directly to the IS Director of Data Science and Business Intelligence and is a critical, experienced, multi-disciplinary member of the enterprise analytics leadership team.

This position will support Vidant Health in establishing, maintaining and following a data management strategy that is aligned with organization strategy, approved by all relevant stakeholders, communicated across the organization, and reflected in architecture, technology and business planning. This position will act as the primary liaison between business team for data management & data governance issues and opportunities.

The Direct Program Manager is accountable for leading the continuous development of data governance capabilities across our analytics portfolio.  They will direct all of the enterprise data governance efforts as well as the data quality function related to the enterprise analytic platform. They are responsible for the scope, planning, execution, and delivery of the organization's enterprise data governance program and are the primary support for the Enterprise Data Governance Council and associated committees. Responsible for Master Data Management (MDM) functions and keeping them connected to overall Enterprise Data Governance. Responsible for the scope, planning, execution, and delivery of all aspects of data quality related to the Enterprise Data Ecosystem for Analytics.  The will include data anomaly identification as well as serving as the primary liaison between senior management and source system data owners.

Through routine, direct engagement with executive leadership, the Program Manager provides support for the development of best practices for the management of data and champions the economic value of data throughout the system.

The successful Program Manager brings together a diverse set of leadership skills and experience, including analytics tools, technologies, and methods, business acumen, management consulting, and professional services / analytics-based knowledge delivery practices, to continuously improve Vidant Health's analytics capabilities.

The Program Manager is responsible for prioritizing, developing, and delivering solutions, managing relationships with key stakeholders and vendors, strategic planning, financial management, development and leadership of the team, and innovation.

This position requires a person who can work within an integrated group, and can manage and mentor personnel with diverse backgrounds and knowledge. The Program Manager must be detail, action, solution and results oriented and must demonstrate creativity, foresight and mature judgment in managing the production reporting environment.


Lead the data governance function utilizing their experience to plan, position, coordinate, and execute a successful data governance program. Provide strategic and tactical consulting services / recommendations that improve performance and demonstrate value for executive and senior leadership. Major activities include:

  • Effectively hire, train, orient, coach/develop, and retain analytics team members capable of providing data governance, master data management, data quality, and the economic value of data
  • Oversee the scope, planning, execution, and delivery of the organization's data governance program, including making recommendations to the Core Council for approval regarding appropriate governance guidelines
  • Lead the efforts to establish and maintain a Master Data Management process in conjunction with data stewards and business owners under the guidance of the Data Governance Committee.  This includes identification of data stewards and establishing and monitoring the process regarding data definitions and data modifications. This will include development and maintenance of an Enterprise Data Dictionary/ Glossary as well as Analytics Catalog for use across the organization
  • Direct the scope, planning, execution, and delivery of all aspects of data quality related to the organization's Data Ecosystem for Analytics.  The will include data anomaly identification as well as serving as the primary liaison between senior management and source system data owners. The incumbent and their team are also responsible for creating meaningful metrics, dashboards, and scorecards that quickly identify and report on data anomalies
  • Oversee the data quality support function for the Enterprise Data Ecosystem for Analytics. This includes establishing an overall data quality strategy as well as a plan for resolving data anomalies

Minimum Requirements

  • Batchelor Degree in Data Science/Analytics, Computer Science, Mathematics, Statistics, Business, or a social science with heavy quantitative analysis, or related field 

  • Minimum of five (5) years of leadership experience in Data Governance and large scale information systems 

  • Five to seven years of experience in a Data Governance leadership/management role with a strong operational background and proven track record of accomplishments in change management and innovation within a large, complex, multi-location organization

  • Demonstrated track record implementing and successfully managing mission critical analytics solutions with multiple stakeholders in a multi-entity, geographically diverse organization

  • Seasoned professional with at least five years' health care experience that has a deep understanding of health care operations as well as the current business issues and trends influencing health care providers

  • Solid technology leadership skills, including high level vision and understanding of data strategy

  • Exceptional communication skills, with ability to interact and deliver compelling messages to executives, stakeholders as well as internal and external customers

  • Familiarity with data governance and security/privacy compliance including healthcare and clinical research

  • Demonstrated success building and leading highly-skilled, multi-disciplinary, advanced analytics teams

  • Experience engaging with, presenting analytically-derived findings to, and influencing strategic and tactical decision-making among executive leadership, including at the C-level

  • Demonstrated expertise re: information technology, Big Data structures, and application of advanced analytics for business and clinical analysis, operations analysis, and business process modeling

  • Experience with data governance, master data management, data quality, data catalogs and business definitions as implemented in such tools such as Collibra, Alation, DATUM, Informatica, IBM Infosphere, Infogix or similar applications

  • UndIMBerstanding of HIPAA and other applicable statutes or regulations concerning patient privacy and appropriate use and sharing of healthcare data.

Preferred Requirements

  • Application of data governance methods to healthcare delivery or insurance problems is preferred

  • Experience with Six Sigma, LEAN, Balanced Scorecard or similar process improvement approaches

  • Practical use of design thinking, innovation or experimentation strategies designed to improve utilization and outcome of analytics products

  • Five-or-more years of experience applying advanced analytics tools and methods to healthcare claims and/or care delivery data to support business activities

  • Five-or-more years of experience in a healthcare operations environment (health system or insurer)

  • Experience with analytics development and delivery best practices in industries other than healthcare

  • Strong understanding of DG (Data Governance), DQ (Data Quality), Data Lineage, MDM (Master Data Management), and ETL concepts (Extract, Transform, and Load)

  • Familiarity with data integration, BI (Business Intelligence) and Enterprise Data Warehouse systems

  • Knowledge of Solution Development Lifecycle (SDLC) & Data Lifecycle

  • Experience building, leading, developing, and retaining teams of highly-skilled staff with diverse educational and experiential backgrounds

  • Prior hands-on experience developing, applying, and interpreting results from successful (i.e., practical and impactful) complex analytics projects

  • Expert understanding of data structures to support application of advanced analytics tools for business, clinical, operations, and quality analysis

  • Experience with data access tools such as SQL, statistical analysis/modeling tools including SAS, R, Python, , or similar applications, and data visualization tools such as Tableau. Ability to effectively mentor staff in the application of these tools to independently solve real-world problems and delivery findings

  • Organizational skills to successfully prioritize and operate on a wide range of topics and projects at one time with superior attention to detail

  • Business and management consulting acumen to discern and deliver analytic findings with practical value to clinical, business, and operational teams and executive leaders

  • Must be able to effectively communicate to customers, including executive leadership, the practical implications of, and recommendations derived from, complex analyses. Must be able to mentor staff regarding effective verbal and written communication of complex analytics results to a wide variety of audiences

  • Maintain knowledge of recent developments in "big data" analytics applications in healthcare

  • Master's Degree or higher
