Responsibilities

To carry out the functions associated with the NCOEMS Scope of Work for the Hospital Preparedness Program including, but not limited to logistical matters related to the Eastern Regional Advisory Committee's (ERAC) State Medical Assistance Team (SMAT) and the Assistant Secretary of Preparedness and Response Grant (ASPR) grant.

  • Coordinate and manage the responsibilities of ERAC SMAT and the Hospital Preparedness Program.
  • Work with the purchasing department, receiving department, and vendors to order items and equipment for the region.  Monitor regional purchases of equipment. Log and/or verify delivery of equipment purchased for the region and establishing contacts with receiving agencies. Assist with the preparation and receiving bids for regional program purchases in collaboration with the Regional Emergency Response and Recovery Coordinators to meet the financial guidelines of the grant.
  • Assist with regional site visits to verify regional compliance as directed by ERAC Regional Emergency Response and Recovery Coordinators.
  • Assist with the management of all equipment and maintain an inventory list of equipment.
  • Maintain educational records/continuing education compliance for each team member.
  • Organize meetings, trainings, and special projects.
  • Deploy with the SMAT. Serve as Team Leader for SMAT II on State requested deployments.
  • Plan and conduct administrative duties related to the day-to-day management of the Assistant Secretary of Preparedness and Response Grant (ASPR).
  • Attend meetings as requested by the OEMS HPP and complete the required training outlined in the Scope of Work grant contract.
  • Troubleshoot, resolve, any financial liabilities or issues, including, but not limited to invoicing concerns, managing contract completion of processes, assist the 29 county region to meet contract and grant guidelines.
  • Assist with the conduction of needs assessments, research and the writing of emergency medical operational plans.
  • Work with the Regional Emergency Response Coordinator (RERRC) to complete needs assessments (supplies, equipment, technological, education, etc.) throughout the 29 county regions hospitals, EMS systems, Community Health Agencies, and Medical Reserve Corps.
  • Complete reports in collaboration with the Regional Emergency Response Coordinator (RERRC) related to needs assessments and operational plans
  • Assist with preparing monthly situation reports and monthly drawdown reports. Monthly situation report shall contain all reportable projects, including monthly financial reporting detailing project expenditures and tasks along with their respective progress and status.
  • Assist in the coordination of the HPP and other Emergency Management activities.
  • Maintain a contact list for the RAC's SMAT teams, hospitals, EMS systems, local health departments (LHD), local emergency management, community health centers (CHC), rural health centers (RHC), long term care facilities, State Emergency Management and Public Health, assisted living facilities, college and university health centers, and dialysis centers.
  • Assist with the facilitation of regional meetings and support the facilitation of regional disaster education, training and exercises.
  • Other duties as assigned by the Regional Emergency Response and Recovery Coordinator, including but not limited to the Additional Coordination Duties/Deliverables listed in the Scope of Work grant contract.

Minimum Requirements

  • College Degree (4 yrs) is required.
  • Certified EMT-Paramedic preferred. Class A CDL or obtain one within 6 months of employment.
  • 5 years of experience required with an additional 5 years of experience substituted for 4 year degree.
  • 5 years or greater Nursing, Emergency Management, Emergency Services, EMS and/or Fire service experience is required.
